Hi there,
We are working on a new science lab on a university campus. The campus already has 2700 parking spots, with the current parking demand being only 2100 or so. Our project "requires" 300 spaces; this is to be included in the existing parking availability, so that the new remaining campus parking capacity for future buildings would be 300 spaces (2700-2100-300).
The parking is located in big lots that won't be specifically demarcated for this building.
Should the credit requirements be applied to all 2700 spots since "total vehicle parking spaces must include all new and existing off-street parking spaces leased or owned by the project, including any parking allocated to the project that is outside the project?"
Or is it fair to say that it should only apply to the 300 spaces that have been declared as "required" for the project, although not specifically marked?

I also have a very similar situation. A new building on a campus that already has a parking garage that was built with the future development in mind. Our parking need for our new building on campus that is being served by the existing and in use parking garage is also 300 spaces. i received this answer from LEED Coach.
Yes, it is acceptable to calculate the number of charging stations required based on the number of parking spaces allocated to the project. Per the credit requirements, charging stations must be provided in 2% of all parking spaces used by the project. According to Step 1- Determine total vehicle parking capacity in the Step by Step Guidance for this credit in the LEED v4 BD+C Reference Guide, "Total vehicle parking spaces must include all new and existing off-street parking spaces leased or owned by the project, including any parking allocated to the project that is outside the project boundary (see LT Overview, Total Vehicle Parking Capacity)." The LT Overview section of the reference guide states, "If parking spaces are shared among two or more buildings (“pooled” parking), determine the share of this parking allocated to the project. Include this number of spaces in the total parking capacity and provide rationale for the parking distribution, if necessary." (https://www.usgbc.org/guide/bdc#lt_overview)
