NC-v4 MPR2:Must use reasonable LEED boundaries

1 big LEED project or a group of a dozen little ones?

So let's say you have a big, multilevel car rental facility. The vast majority of the building is unconditioned car storage. Not parking. Rental car storage.

But multiple agencies rent out of it, and share infrastructure like car cleaning and maintenance bays. There are a dozen or more conditioned work areas: rental offices, administration, mechanics bays, etc., but there is often unconditioned car storage between them.

The project is being delivered as a core and shell, by one owner/design team/contractor. Do we need to make each conditioned space that is not contiguous to another conditioned space a separate LEED project or can we do it as one building?

I would make it all one building.
