Hi,
we are evaluating the LEED certification potential of a new winery that will be built in Portugal (using the rating system LEED BD+C: New Construction and Major Renovation).
The winery is located inside a small vineyard and the path between the winery and the vineyard entrance is assured by an rural road, made of slight compacted soil without any kind of impervious cover. Traffic expectations for this road are very low (some trucks per day during vintage seasons, one or two small vans per day out of vintage season).
The question is: how shall we classify this road for purposes of SS Credit Heat Island Reduction evaluation ? Paving area (i.e., eligible for the calculations under option 1) or non-paving area (i.e., ineligible for calculations) ?

I would consider it paving area, as that is essentially how it functions on the site, despite the relatively low traffic.
