What if the project JUST uses only 1ea for each 20 EPD materials?

Hi, 

 

What if the project JUST uses only 1ea for each 20 EPD materials?

According to v4 BPDO calculator,  material cost does not affect for the point achieving when proceed with Option 1. 

Does this mean that project team can buy only 1ea for each 20 EPD materials?
