Hospital Classification

I am working on a project near a medical campus and am wondering:

1) Would a major hospital qualify as a community anchor uses - commercial office or civic and community facilities medical clinic that treats patients?

2) Can a college medical bookstore be classified as a community-serving retail - other retail?  They sell apparel, tech, medical supplies, and books.
