Previously developed and graded area by municipality - How long before construction?

I am working on a Non-US project that is located in a new neighborhood that had been graded and developed by the local Municipality (roads and sidewalks) in 2006. Is there a time limit for sited that were "graded or otherwise altered by direct human activities" as defined by the reference guide?
