I am posting this here as this question is not really applicable to any credits / MPR.

Is there a hard cut-off to when a project can register for LEEDv4 New Construction?

Kavita, no there is not. I assume you mean relative to when construction has begun or is completed? There is no stated deadline. However, there are requirements that would make it infeasible to pursue certification after a certain point. For example, commissioning requirements are important to consider.
