Base ratios for hospitals

I'm working on a hospital project which qualifies as Case 2 (although it's not urban and qualifies by way of diverse uses only) for this credit and am trying to work out the base ratio of parking spaces. Table 1 in the reference guide shows the ratio as 1.1 parking space per employee for hospitals. However, the PCC document on the USGBC site seems to include some numbers for beds as well. I'm not sure if spaces per bed have been excluded on purpose or not, or whether or not the 1.1 per staff rolls this up somehow, although it would seem to me to be reasonable to allot spaces for visitors, particularly if the project is not qualifying for the transit credit.

What I'd like to know is whether anyone else has questioned or challenged this (I haven't found anything pertaining to this in the addenda) or if anyone has insight into these numbers, I'd appreciate any feedback.

Hi Donal,  Did you have any luck with your hospital's LEED review determining a hospital's baseline ratio for the reduced parking credit? I agree with you that not factoring patients or visitors in the parking spot baseline is not a realistic goal, especially for a project that is in a rural area.  Any insights you can share based on your past project would be greatly appreciated. Thank you!
