Dual Car Chargers

The reference manual narrative is looking for charging stations "in" 2% of all parking spaces and the online form is definitely looking for a number of spaces being served by charging stations. However, the Example Equation 2 in the book refers to number of fueling stations needed with the 2% calculation. We used to be able to comply with dual charging stations.
