The reference manual narrative is looking for charging stations "in" 2% of all parking spaces and the online form is definitely looking for a number of spaces being served by charging stations. However, the Example Equation 2 in the book refers to number of fueling stations needed with the 2% calculation. We used to be able to comply with dual charging stations. So can you have dual car charging stations that each serve 2 parking spaces to meet the 2% threshold of spaces? In other words, does the 2% mean the number of spaces however you serve them or does the 2% mean the number of car charging stations?

Looks like example 2 is referring to natural gas refueling stations, so it's not exactly the same thing. But 2% refers to the number of parking spaces served, so a dual charger = 2 vehicles served = 2 parking spaces.
