A project in construction phase of 6-7 months is currently in the 2nd month. Is it acceptable if that project decides to start creating and implementing ESC plan from now and to pursue LEED certification?

In my opinion, yes. I would create AND implement the plan as soon as possible. For LEED purposes, you'll want to write a short narrative explaining what happened and what you did to mitigate any problems that might have occurred from the late start. It is not uncommon for projects to begin pursuing LEED after the project has started and to be in this situation. I am not aware of a hard cutoff that GBCI has implemented, and your time period seems reasonable.
