Hello :an outside area of land with vegetation, but where lighting has been installed and dirt roads have been formed, long time ago, it can be considered a greenfield area or previously disturbed?

I would consider this as previously developed, as the environment was already disturbed/altered for the installation of the lights, likely graded, has underground utility lines, etc.
