If we have a separaetly HVAC served storage garage that is quite large and mimininally heated, does this area have to be included in the whole building flush and maintain the higher than normal temperature?

No I never did, and I can't remember which this project was for. I think it was for the one we did to the South and it has been certified so must not have mattered that we did not flush the unoccupied garage.

Gross floor area listed in LEED Online when registering the project must exclude the floor area that is dedictated to the parking and circulation of vehicles. So to ensure consistency, I believe parking garages do not require a flushout.
However, GBCI may require an inconsistency in this instance.
It is recommended to get official confirmation from LEED Coach.
