We have three basements for parking and service areas like plant room etc. we are using epoxy coating on the floor and paints in plant room. I want to know that do we need to include the paints and coating applied in these areas for this credit or we can leave these areas considering them as non air conditioned, non living spaces.
CIR 1767 says garages open to the outdoors can be excluded. But in our case these are huge big 3 floors of basements and a plant room. which can not be considered open to outdoors just because of ramp openings.
Please suggest if all areas including basement and plant room is required to be considered or not.

My first question back to you is why would you not use coatings that met the requirements; this credit also addresses the health and well being of the construction workers, not only the building occupants.
Saying that, technically if it is a conditioned space on the inside of the building envelope, then yes, all the coatings must meet the requirements.
You could continue to search CIRs, or put in a CIR of your own, explaining your situation.
