We would like to clarify the possible Alternative Compliance Paths (ACP) options for the EAc1 (our project is C&S).
There are the three standard ways to achieve credits under the EAc1: Option 1 - Whole building energy simulation, Option 2 - Prescriptive compliance path: ASHRAE Energy design guide and Option 3 - Prescriptive compliance path: Advanced buidings core performance. Next to these three options, there is also the ACP Alternative Energy Performance Metric
EApc95, as described here: https://www.usgbc.org/node/7489409?return=/pilotcredits/New-Construction...
Next, there is also the LEED 2009 Core and Shell EAp2-c1 Alternative Compliance Path described here:
https://www.usgbc.org/resources/cs-2009-eap2-c1-acp
In our understanding, the second ACP is applicable only within the EAc1: Option 1 - Whole building energy simulation, as it is based on energy modeling. Also, this APC is completely separate from the first APC.
Is our understanding correct?

Yes the ACP can only be used with Option 1.

Is there any analogous ACP for LEED v4 that adjusts the point tiers based upon the percent of energy uses that are owner controlled? https://www.usgbc.org/resources/cs-2009-eap2-c1-acp

No this ACP only applies to v2009
