Discharging Storm water at a later stage

Under Version 3 is was acceptable to retain storm water run-off in tanks to discharge in to storm water sewers at a later date, is this still acceptable under V4?

No, that would not work as it's not managing it onsite. You could consider retaining for later onsite infiltration.
