Yes, both emissions and content documentation is required for wet-applied products.

What would be measured by the CDPHv1.1 testing for a 0 VOC product? Seems to be confusion in the industry about this. Any insights appreciated for communicating this...

CDPH tests for 36 VOCs, mainly formaldehyde and other aldehydes. The product has to be tested per the CDPHv1.1 test in order to prove the low emitting status unless it is one of the materials USGBC recognizes as inherently non-emitting. Link to the CDPH test standard:

Thanks Susan! So as I understand it then, the CDPH test confirms a manufacturer's self declaration of VOC content, even if it the literature states 0 VOC for example.

CDPH testing is not about VOC content. Zero VOC products still may contain traces of VOCs that can lead to significant emissions of VOCs into indoor air. CDPH testing is about VOC emissions into indoor air.
