I'm exploring the possibility of certification of a lovely house to LEED for Homes.
My question is:
1. is it compulsory to have the house audited by this RESNET thing?
2. does it have to be with an accredited rater?
3. if there are no this accredited professionals in my country, any other possibility to gather the points for energy?

I assume your project is located outside the US. In this case you don't need an Energy Rater in your verification team. Instead you need a "Qualified Energy Rater", who needs to have similar knowledge. http://www.usgbc.org/leedaddenda/10443
International projects usually follow the prescriptive path, which doesn't need a HERS Rating. Instead, your Qualified Energy Rater will follow the prescriptive approach of the "ENERGY STAR Certified Homes Version 3" and he/she will perform a visual inspection of the envelope, instead of testing the home with a blower-door test.

We have a project in North Africa seeking the LEED v4.1 single-family certification. Do we need to hire a HERS rater since it is the only path possible?
