Hello, we are working on a project that intended to install solar panels on the roof but there isn't much room left for them.. The owner has several solar panel fields in the region (more than 10 miles away from the project site). Can any of these apply if installed within 5 years ago? If so who makes up the RECs? Thank you in advance.

Based on LEED Interpretation #10128 the answer would be no to the first question. You could try to make your case through a new interpretation.
