Should customers of a large retail building selling large items (and hence requiring customers to arrive by car and carry items purchased) be included in the calculations? Thanks!

Interesting question... I don't think there's any published guidance on this yet. Maybe you could survey those customers but provide GBCI with the survey results calculation two ways - with them included and with them excluded - to demonstrate the impact on your alternative transit rate?
