LEED V4 -Healthcare Or NC

I am part of a team, trying to decide on which rating system to use for a new construction project. Our project is a hospital outside US (located in Middle East). It is 24*7 inpatient medical treatment center. I would like know whether we can go for LEED NC instead of LEED Healthcare? We prefer to go for LEED NC. Is there is any mandatory requirement for above project to follow LEED Healthcare?

As you know, LEED for Healthcare is described by USGBC as being "For hospitals that operate twenty-four hours a day, seven days a week and provide inpatient medical treatment, including acute and long-term care." Sounds like that's you.So aside from asking why you don't want to use that system, I would say that you probably have discretion to choose NC. I say "probably" because GBCI usually lets you choose the rating system that's most appropriate for you, though they sometimes require a change. The only way to be sure is to either ask them, or register the project and go ahead with it and see if anything comes up.
