Is it an absolute requirement that the proposed pressure (in PSI) matches the baseline. Can we use a flow rate at a lower pressure to avoid excessive pump sizes ?

I don't think LEED would require you to provide a specific water pressure. The PSI is for demonstrating compliance in fixture and fitting selection.
