Is it possible to install a well specifically to collect groundwater for irrigation to meet the intent of the credit to reduce potable water use for irrigation?

No. The credit is focused on reducing water use, so you have to start there.Use of alternative water sources is possible for achieving additional savings, but a potable water well would not be such a source. Think of strategies like rainwater capture, graywater reuse, etc.
