Currently, we are working on a university extension project. All AC split systems will be replaced with high efficient AC split systems since old systems are operated for 13 years and shall be retired.
The contractor came up a question: Does LEED regulate adhesive used in refrigerant pipe insulation? If yes, what is the requirement?
The contractor stated that the most of refrigerant pipe are installed in non-occupied spaces, and the adhesive would be sealed by refrigerant pipe insulation.

I'd check the various types of adhesive included in SCAQMD Rule #1168, the referenced standard for adhesives in this credit. It could be that your contractor's preferred adhesive already meets the VOC limit for the closest adhesive type.
Alternatively, if this project doesn't "officially" count as a facility alteration or addition under this credit, you can exclude the adhesive entirely. See the FAQ for more info on what construction activities meet the definition of a facility alteration or addition for the purposes of this credit.
