project with complete demolition of the old building.

Dear all, we have a project with a complete demolition of an old building on the project site then ditching for the new foundation. We are not sure if this credit is relevant to the demolition process, or only the new construction phase should be considered for this Credit. As I understand, the intent of this credit is to protect the workers and occupantsy; therefore the IAQ-Management should also be implemented as of the beginning of demolition process. Is it correct?
