My take on it is that yes, if the public can access the services, they are public, even if remotely located. If off limits to the public, that wouldn't "fly." ;)

Tristan I realize this is an old thread, but I'm wondering if there have been any changes in the last 5 years concerning this topic? Do the services really need to be accessible to the public at large, or simply those who live/work on the base? If you consider the "base" as the community being served, then I would think it shouldn't make a difference if people outside of the community have access to those services. I find that LEED projects on US. military installations always struggle with "access to services" outside the fence, becasue the walking routes to and from bases are often limited and controlled. However, the military does a good job of making sure there are on-base options for purchasing food, clothing, electronics, etc. There is also often access to banking & postal services, child care, gyms, recreation, theaters, barbers/hair salons, laundrymats, etc. Seems odd to ignore all these diverse services which serve these specialized communities.

I have had success on several military bases and similar private-but-secure campuses with services that are open to anyone on the base (including visitors), but not open to the general public. Probably best to provide a narrative with the submission to clarify for the reviewer.
