Under LEED BD+C v4 Waste Management credit, there is following option: "waste-to-energy systems may be considered waste diversion if the European Commission Waste Framework Directive 2008/98/EC and Waste Incineration Directive 2000/76/EC are followed and Waste to Energy facilities meet applicable European Committee for Standardization (CEN) EN 303 standards."
Under EBOM-v4 this seems to be missing. Could it still be applicable?

Lauri, EBOM and BD+C are very different in terms of their waste management focus, with EBOM focusing on reducing ongoing streams. I am not aware that the waste-to-energy option was ever an option in EBOM, and I don't think it fits with USGBC's vision of LEED-EBOM as reducing ongoing impacts here.
But to your core question, I don't know that anything is missing. Check EBOM 2009, not BD+C.
