CI-v4 MPR1:Must be in a permanent location on existing land

LEED CI MPR for existing land...

V4 cites the MPR requirement to build on already existing land as a requirement for CI projects. Isn't that a given? Or is it suggesting that you can't certify CI if the building it is in doesn't meet the MPR?

If the building doesn't meet the MPR, I don't see how you could certify the CI project.
