The Reference Guide states "For school projects, including playgrounds and athletic fields in this credit is optional."
Our project includes a public park that will be very intensively used for recreation purposes.
Does anyone have any experience of using this argument to exempt turf areas in other than school projects? Or any words of wisdom?

I'm doubtful it will be allowed. A lot of projects have some turf area that is intensively used, and LEED really wants you to tackle your landscaping aggressively here. The schools exception is a nod to the large expanses of specific programming for schools, which have a number of challenges in being "green." I think you'd need to get a CIR to get this approved, and I don't know if you'd have luck.
