Even though the vehicles parked inside the garage are garbage trucks and not vehicles used by FTE employees, can I still consider those parking spaces for Option 2?

I think a vehicle maintenance garage does not meet the intent of the credit.

I would agree. This is more like just space that is used for the function of the site, not the kind of parking intended to be addressed by this credit.

Understood. Not to switch to another topic but, by that logic, the project would also not comply with LTc: Reduced Parking Footprint nor LTc: Green Vehicles, correct?

Consider total project parking spaces for Reduced Parking Footprint and Green Vehicles. The fact that you have a service garage on your project does not necessarily prohibit your project from pursuing these credits.
