We are having trouble finding EPAct-compliant fixtures. Is that a problem?

Where can I find a clear meaning of "public" and "private" as relevant to lavatory faucets?

As far as I know, bidets are considered process water fixtures, so do not need be included in the water saving calculation, is that correct? I would appreciate any confirmation or comment in that respect.

That's correct. They are not regulated fixtures.
