Industrial zone

Would an officially designated industrial zone which provides tax incentives to businesses be considered as an eligible "high-priority site" to locate a project on? Thank you.

The programs listed in the credit language that are eligible are all distressed in some form or another, and have, in the words of the credit intent, "development constraints."I don't think an industrial zone where development constraints are probably low and tax incentives are provided fits with this.
