NC-2009 IEQc4.1:Low-Emitting Materials—Adhesives and Sealants

Would a resin floor be considered a floor coating (under IEQc4.2 and controlled VOC content), or a polymeric flooring system (under IEQc4.3 and controlled emissions)? I find that according to the definitions on the referenced standards it could be both, but the LEED language is not clear about it.
