LEED v3 Campus Deadline

We are working on a project with 4 office buildings and a multi-storey car park. We are unsure whether to go for campus certification as the project is phased. There is a masterplan to include a phase 2 further down the line which would total 7 buildings on the site. Seen as we would be registering under v3 would all buildings within the campus have to be built by the June 2021 deadline? Would you recommend approaching this project as certifying each building individually as opposed to campus certification?
