Church+Classrooms = Office?

I have a church that runs extended house 9am-10pm 6.5 days a week has classrooms that are not heavily occupied. In classifying it the occupancy looks more like an office with extended hours. How tight are the definitions applied?

Not that tight—use what fits the project best.
