We have a CI project and are targeting this as an innovation credit. There is not outside space, but there is a living wall inside. Would metering the irrigation for the living wall be acceptable for the irrigation meter or is the intent behind the requirement to be outdoor landscape?

The way I understand this credit, it is open to your finding landscaped space wherever you can, and metering this would meet the intent.
