basic soil tests at design phase

Dear All, We are pursuing option 1 in one of our projects and want to submit it for Design Submission as this is a Design Credit. However Documentation requires "basic soils test(s) to demonstrate the qualities of the restored soils" - meaning tests on soil characteristics but more particularly on soil that is imported on site. The final selection for imported soil will be done with the contractor in the construction phase. How can we provide the required documentation at design stage? Thanks for your help
