Occupant Default Density vs. Actual density

Hello, we are working on a C&S Mall project, is it permitted that we uncheck the Default density checkbox in IEQp1 form, and enter expected number of persons based on Architects / Engineers expected densities, which are lower than the ASHRAE 62.1-2007 default density? If yes, is a justification from the Architects / Engineers is enough based on available parking spaces + maximum other mall visitors + previous projects in the country? Thank you

The reference states "project that do have tenant occupancy counts must use these numbers as long as the gross square footage per occupant is not greater than the that in the default occupant density in Table 6.1"
