The project is using recycled concrete, purchased from an off-site source, to construct a temporary haul road. Can this material be counted towards MRc4 for its recycled content?

No.
CS Credits MRc3 through MRc5 all evaluate “only materials permanently installed in the project” and classified by Construction Specification Institute (CSI) MasterFormat under Divisions 03 through 10 and parts of Divisions 31 & 32 (Sections 31.60.00 Foundations, 32.10.00 Paving, 32.30.00 Site Improvements, and 32.90.00 Planting).
Temporary haul roads are, of course, temporary, and they are most appropriately specified in CSI Division 1 with “Temporary Facilities and Controls” under Section 01.55.00 “Vehicular Access and Parking.”
By contrast, you could count permanent roadway materials, which are normally specified in the Spec Sections under 32.10.00 “Bases, Ballasts, and Paving.”
Take heart, though, if you recycle the temporary roadway material after it is removed, you should be able to count it towards MRc2 Construction Waste Management.
