Residents and condo owners rarely respond to surveys. What % of responses do you expect? If the building does not have parking and less than 10% of residents own cars, could that suffice for all 15 points? Far less intrusion on residents and documentation. Option 3 Multifamily: If we cannot verify public transport patterns from occupant survey (because no one is willing to share personal info), it seems odd that a condo building in the heart of Manhattan can only get 2 points for Alt Transport - no space (or need) for a bike room (bikes can fit in condos), no need to socialize public transport costs among residents (is this for real?) and no parking. And the "Supplemental Strategies" are all geared to luxury buildings with $$ and an organizing landlord.
