Interior or Exterior Lighting fixture in residential project

We are developing a building energy modeling of a residential building based on 90.1-2007. The dwelling units have exterior areas (balconies) that have luminaires. These luminaires have to be modeled as interior or exterior lighting? The control and energy consumption of each luminaire is designated for each dwelling unit. That is to say, these luminaires are not common fixtures.
