We have a campus housing maintenance building with two large storage rooms: they will contain replacement pieces (furniture, carpet etc.) and housekeeping materials for the dormitories. Someone will go in there once or twice a day to retrieve items, but this individual will have their desk in an office space. So is this active or passive storage?

The answer depends upon the anticipated frequency & duration of staff visits.
According to the IEQ Space Matrix, “Inactive” spaces are “Nonoccupied,” “designed for equipment and machinery or storage with no human occupancy except for maintenance, repairs, and equipment retrieval…if the retrieval is occasional.” If you anticipate this usage pattern, your space is “Inactive Storage” (and eligible for exceptions to many IEQ Credits).
By contrast, the matrix defines “Active Storage” as a “Regularly Occupied” “Multi-occupant Space,” “where occupants pursue overlapping or collaborative tasks,” normally spending “more than one hour per person per day on average…seated or standing as they work, study, or perform other focused activities…based on the time a typical occupant spends in the space when it is in use.” Is this a better fit?
