If part of the building area passes at 9am but does not pass at 3pm does that mean we cant use that 9am area for that time. Basically what I am getting at is that if at 9am 80 percent of the building is withing the 10-500 fc range and at 3pm the building is also at 80% but some of the areas are in different locations. Meaning that they dont share all the same area. Would this still work. Or is the area that does not pass at 3pm disqualify an area that would have passed at 9am?

Lets look at this by a room to room basis and not as a whole building. You will be completing the calculator by listing individual spaces, so this is the best way to think about it. So if a room is 90% compliant at 9am but only 80% compliant at 3pm, then the room is 80% compliant.
The lowest percentage at either time is the compliant square footage that is used in the calculator. So if a space is not compliant at 9am, but is at 3pm, its not compliant at all.
