We have a project that is a large outdoor amphitheater, with a roof, but an unconditioned outdoor space. It has an adjoining building for all of the back of house uses. When calculating the occupancy, how does the outdoor seating get calculated? Is it included or not? In particular, we are having some trouble reconciling the occupancy against the WEc1, because the back of house has its own internal wash room facilities, but also has additional wash rooms that are externally accessible for users of the amphitheater space. It is a fairly large facility so the amount of fixtures is substantial.

Still hoping for some thoughts or advice on how to calculate FTE and occupancy for this type of project. Thanks for any ideas.

Keelan,
In the PIf3 form I would enter the population for the outdoor space in the Peak transients which would link to SS4.2 and also enter that population under Daily average transients -student/visitors which links to Wep1/Wec1. I would also check the "special circumstances" box and include a narrative for why you did this (i.e you wanted to incorporate these populations in fixture use/ bike rack requirements but these populations will not be inhabiting the enclosed part of the project.) Also, I would copy this narrative into associated credits.
FTEs would be the normal FTE count for the staff usage.
