M&V Plan Doubt

Hi everyone, i'm studying the protocol of measurement & verification, and checked out some necessary points which must be in the plan but did not quite understand. The points are: - Specification of the methods to be used to deal with missing or lost metered data. - Expected overall accuracy and anticipated areas of error susceptibility and magnitude of the sensitivity. - Specification of whether Method 1 or Method 2 will be used for savings estimation. - Specification of the approach to be used if estimation of long-term savings is required. This should be provided for each major enduse that is intended to be estimated or derived rather than directly monitored (For example, if there are no data loggers or meters on the building plug loads, and energy savings are expected related to the building plug loads, the M and V Plan should specifically identify how these loads and any savings related to these loads will be estimated). - How will you deal with lost or missing data? It happens all the time. In general the proper way to deal with it is to extrapolate or replicate if possible. - See ASHRAE Guideline 14. Overall accuracy is usually a +-%. - Method 2 is required for LEED projects. - This is about the gathering of the data to be used to calibrate the simulation. You need to gather data that enables you to calibrate the energy model by energy end use on a monthly and annual basis. You can gather that data many different ways - direct measurement, derived via subtraction, spot measurements, short-term trending devices, measurement of a parameter used to calculate energy use, etc. So how are you going to use the data you have collected in order to determine if you have calibrated the energy model within your expected accuracy by end use on a monthly and annual basis?
