The FAQ section indicates this credit cannot be achieved if the project is not providing new parking. However, the Step-by-Step Guidance (page 113) of the reference guide, indicates the following. Based on this, it appears you can achieve this credit with no parking spaces.
"Projects with no associated of-street parking automatically achieve credit compliance; no calculations or preferred parking spaces are required."

Hi Christine, yes, this credit is eligible to be achieved without any off-street parking specifically dedicated to the LEED Project Building. If there truly is no existing or new parking dedicated to this building, this would represent a 100% reduction, which exceeds the Exemplary Performance requirements for this credit.
