Hello, we are working on a project that will be submitted under the C&S v2.0
Do you know if we must still meet the 25 fc criteria, before the 2012 addenda?
And we also have reception areas where there is a lobby and a reception desk, we are only counting as a regularly occupied area the area confining the reception desk, according to the IEQ Space Matrix, is that ok?

You can use the requirements noted in the addenda, so 10fc as min.
In regards to the receptions areas, as long as those are not labeled on the drawings then just including the reception desk is ok. If the reception areas are noted on the drawings then they must be included. Eventhough the space matrix does not specifically list "reception areas", those areas are the same things as multipurpose spaces, concourse areas, gallery areas, etc. It would be more than likely that the reviewer will require those reception areas to be included as regularly occupied.
