Fundamental Commissioning vs Enhanced Commissioning

Hello, I am in Canada so we are sill required to use LEED CI 1.0, and I have a question regarding the responsibilities of the CxAs. For the activities and responsibilities that are required for both EA p1 and EA c2, who is responsible for creating and submitting the required documents, the firm that is completing the Fundamental Commissioning or the firm that is conducting the Enhanced Commissioning?

Billy, I am not familiar with LEED Canada or LEED CI 1.0, but your question assumes that there are two different firms, and it assumes that LEED specifies who fills out the form. I'm not sure that LEED assumes either—it's a project management question.
