VLT x WFR calculation exceeds 0.18

I am reviewing Option 1 Path 2 (Prescriptive) for a visitor's center project. There are several private offices where the VLT x WFR value exceeds the 0.18 threshold. What is the purpose of the upper limit? ("too much" daylight / potential for glare?) There are roller shades at the windows to control glare and the user has control over the electric lights in each office; is there a way to integrate this information into the calculations to show compliance?

Yes, it's about controlling glare. Glare control is already a separate requirement, so I'm not sure that GBCI would allow the compliance method you describe.
