Question on commercial areas in a NC project

We are working with a project that will be a Bus Station, and it includes a building for the operation (waiting hall, offices, tickets) and a building for the drivers´ resting rooms, both joined by the bus hangar itself. We are trying to achieve LEED for New Construction, and the project is considering some commercial areas attached to the building. My question is regarding those areas: If they can be clearly separated both physically and by operation, but are still inside the LEED boundary, can they be excluded from the LEED project or should they be included for certain prerequisites and credits? The question comes from the fact that the Client does not wish to have any insulation on those areas, nor install any HVAC system, since this would be the tenant´s responsibility. As additional information, the commercial areas are far less than 50% of the total gross floor area and will be completely independent from all energy systems.

LEED Consultant, what you would want to do in this situation is to actually exclude those areas from the LEED project boundary—like a donut hole. If you can validly exclude them, then that would mean you're free to ignore them for all credits and prerequisites.
