Increase total furniture cost with reused furniture value?

We have an actual total furniture budget that we use when we calculate the percentages (20 or 10 % regional). When we have furniture parts that are reused we can include these as regional material, we take the value that it would have costed us to buy that same piece when we do the calculation of the fractions, right? But do we increase the total budget too with this fictive number, just because we reused furniture parts? It seems like a no to me, but I just want to make sure. Thanks!

You have to add to the total budget -- otherwise you could end up with greater than 100% of your budget as reused, etc., which wouldn't really make sense.
